In the Fallout Wiki, Vault 76 is listed as a “control” vault and designed to be opened 20 years after a nuclear war.  In the teaser video, you can get this vibe from the imagery such as the “good morning” window screen.  Vault 76 is also mentioned in Fallout 4 by the newsreader during the prologue, stating it will debut in 2076 in honor of America’s tercentenary as part of Vault-Tec’s expansion.
